National Freedom day commemorates President Abraham Lincoln's proposal of the Thirteenth Amendment to the U.S. Constitution, which would formally end slavery in the United States. The Amendment was ratified in December, 1865. The Emancipation Proclamation, issued in 1862, freed only those slaves serving in Confederate-held areas, not those in neutral or Federal-occupied territory. The Thirteenth Amendment was intended not only to free the remaining slaves, but to permanently pronounce slavery unconstitutional in the United States.
