U. S. Constitution Takes Effect
On this day in 1789, the freshly ratified Constitution of the United States took effect, with a newly elected First United States Congress, President George Washington, and Vice President John Adams. Washington would deliver his Inaugural Address on April 30, in New York City, before the new Congress assembled in the Senate chamber. The Constitution did not specify a day on which succeeding presidents would be inaugurated. But March 4th continued to serve that purpose until the 20th Amendment advanced the date to the present January 20th. As to this auspicious day? Congress adjourned for lack of a quorum.
